Bridgetown, Ӱ, July 18, 2023 – The Chairman of the Council of Ministers of the Caribbean Disaster Emergency Management Agency (CDEMA), the Honourable Shawn Edward has placed on record, his support for a proposed Memorandum of Understanding (MOU) on cooperation on disaster preparedness and risk management between the European Union (EU) and Latin America and the Caribbean (LAC) region.
He made the comments recently while giving remarks at the just-concluded High-Level roundtable meeting at EU-LAC summit in Brussels, Belgium.
Mr. Edward, who is also Saint Lucia’s Minister of Education, Sustainable Development, Innovation, Science and Technology, told those gathered that the goal of the MOU would be to strengthen the partnership between the two sides in disaster preparedness and risk management in addressing disasters caused by both natural and human induced hazards.
He noted that signing of such an MOU, would also be in direct alignment with the Comprehensive Disaster Management (CDM) strategy of 2014-2024, which is the CDEMA system vehicle for implementing the Sendai Framework; the regional action plan which emerged from the regional platform in Uruguay 2023 and the 2022-2027 CDEMA Coordinating Unit Strategic Plan.
“I view the MOU as a space for more innovative thinking about our partnership. It offers the opportunity for strengthening cohesion in programming by the EU across its directorates for the LAC region. The CDEMA Council of Ministers was clear that, under the umbrella of One CDEMA, all CDEMA Member States should benefit. This includes our five UK Overseas territories which currently benefit from regional level programming under EDF 11. We anticipate that this posture will continue. Equally, we envisage that this proposed MOU will continue the strengthening of existing relationships with the EU’s outermost regions located in LAC, specifically those of France and the Netherlands.’” Minister Edward added.
He said the partnership between the EU and CDEMA has been long and fruitful, particularly in advancing the implementation of the Comprehensive Disaster Management (CDM) within the Participating States and acknowledged appreciation for the financial and technical assistance provided to the CARIFORUM region.
