Bridgetown, ÐÓ°ÉÐÔ°É, June 15, 2020 -The Caribbean Disaster Emergency Management Agency Coordinating Unit (CDEMA CU), with support from the European Union (EU), through the Building the Resilience of CARIFORUM States to Disaster Risks and Climate Change Impacts programme is inviting National Disaster Management Offices (NDMOs) and relevant national entities, responsible for CDM implementation, through this First Call for Proposals under the 11th EDF to apply for use of the grant funds available through the Country Directed Fund (CDF). Relevant national entities must apply through the National Disaster Management Offices (NDMOs).
Procurement activities for CDEMA are conducted in keeping with the procedures outlined in the Procurement Manual dated March 2018 and is designed to promote transparency, accountability, fairness, and integrity.
Hurricane Dorian began impacting The Commonwealth of Bahamas on Sunday, September 1, 2019 making landfall at Elbow Cay, Abacos Islands at approximately 12:40 p.m.
The devastation is reported to be unprecedented and extensive, with many homes, businesses and other buildings completely or partially destroyed. Hotels and houses were among those destroyed.
The CDEMA Coordinating Unit has continued to support the Bahamas National response (as required) following the effects of Hurricane Dorian.

The Caribbean Conference on Comprehensive Disaster Management is the region’s premier event on Disaster Risk Management (DRM). Organized by the Coordinating Unit of the Caribbean Disaster Emergency Management Agency (CDEMA) in collaboration with its partners, the Conference has over the years, showcased best practices emerging from CDEMA’s 18 Participating States and beyond.
Since the hosting of the first Conference in 2006, the event has gained recognition as the flagship event on the CDEMA Calendar and the premier DRM forum within the Caribbean region.
Comprehensive Disaster Management (CDM) is the Caribbean’s brand of Disaster Risk Management and contributes to the Sendai Framework for Disaster Risk Reduction (DRR), a blue print for global actions in DRR. In that regard, the Conference is a regional event of the United Nations International Strategy for Disaster Reduction, Global Platform and is structured to strategically influence niche audiences, promote good practice, share ongoing research and chart the way forward for the advancement of Comprehensive Disaster Management in the Caribbean.
The 9th meeting of the Council of CDEMA takes place in Providenciales, Turks & Caicos Islands on June 28th, 2019. The Regional Response Mechanism (RRM) is a network of CDEMA Participating States (PSs), national, regional and international disaster stakeholders through which external response and relief operations in support of an impacted CDEMA Participating State (PS) are coordinated. The RRM is guided by the principles of the Regional Disaster Response Support Doctrine which are in compliance with international Humanitarian Principles.Ìý
It is regulated by the national disaster plans of the CDEMA PSs which are synced to the Regional Coordination Plan (RCP), and through memorandum of understandings (MOUs) and agreements among the partners. The mechanism is sub-divided into four (4) sub-regions (North-western, Eastern, Central, and Southern sub-regions), to allow for better coordination of operations in all the geographical regions covered by this mechanism.Ìý
There are five (5) standard regional response units which provide surge capacity to an impacted CDEMA PS in the areas of relief management – CARICOM Disaster Relief Unit (CDRU), emergency coordination – CARICOM Operational Support Team (COST), initial humanitarian needs assessments – CARICOM Disaster Assessment and Coordination (CDAC), initial sectoral assessments – Rapid Needs Assessment Team (RNAT), and search and rescue – Regional Search and Rescue Team (RSART). However, the RRM is able to put together specialized technical teams based on the nature of the hazard and request from the impacted state.Ìý
The RRM is coordinated through the Regional Coordination Center (RCC) housed at the CDEMA HQ in ÐÓ°ÉÐÔ°É, and is staffed by a combination of personnel from the CDEMA Coordinating Unit (CU) and the RRM partner agencies. It is through the RCC that the combined resources of the RRM are aptly matched to needs of the impacted state(s), and all the requisite administrative, financial, and logistical arrangements are coordinated.Ìý
